Commanders LLC serves as the strategic change management partner for the U.S. Coast Guard C5I Infrastructure Services Division, leading the government-owned transition from contractor-managed Infrastructure Management Services to a Product Operating Model under the IPSS contract. Our team provides executive-level guidance and hands-on execution for this multi-phase enterprise transformation spanning 5 branches, 52+ products, and 24 work cycles across FY26. We developed the governance framework with quarterly planning sessions, monthly portfolio reviews, and bi-weekly sprint cadences while creating 12 core artifacts transitioning to ServiceNow SPM. Additionally, our consultants led OCM for the Enterprise Service Management Platform integration and procurement digitalization modernization, conducting design thinking exercises to develop user stories and journey maps that informed system requirements and delivered ADKAR-based readiness metrics to support leadership decision-making.
