Governance & Portfolio Management – Institutionalized portfolio governance for the OBI PMO using SAFe, embedding decision-rights models, change impact assessments, stakeholder maps, and adoption roadmaps to align IT investments with mission priorities and ensure sustained executive sponsorship.
Under Secretary Strategic Planning – Facilitated cabinet-level strategy planning over three years, applying stakeholder engagement frameworks, communications playbooks, readiness assessments, and resistance management plans to drive alignment across divisions and translate strategic vision into executable portfolios.
Organizational Re-Design – Supported OBI reorganization in response to administration changes through gap analyses, change impact workshops, RAID tracking, sponsorship roadmaps, and targeted communications campaigns, ensuring continuity, regulatory compliance, and cultural alignment during leadership transitions.
